In terms of quality of service - speed and a ''hands on'' approach - we have found no company that touches Rackspace. They charge a premium to manage your server, but will always answer the phone and perform pretty much any service you need. Rackspace data center is in Houston, Texas.
The other aspects of your data center requirements look like custom - or specialty services - that I think most companies would ask to quote as a custom job.
Another company that I know has a great reputation and has no problem with service and custom quotes is HostMySite.com. They are based in Wilmington, Delaware. Similar to Rackspace, but at a more modest price.
I appreciate all the suggestions. One big thing I think I have left out, is we run a custom linux kernal, and this keneral does a much better job on AMD chips, and since we like to buy our hardware from the datacenter, this has become a big factor.
I actually have a project going with my web design company, that I am going to need to a new dedicated server for, so I am currently out hunting harder then ever, looking for a new place, to put this test.. :-)
