Fundamentally, recovery plans can be divided into two categories:
(1) those prepared before a disaster and
(2) those prepared after a disaster.
This typology is based on the functions of the plans, with each function largely dictated by its timing and to a lesser extent by its focus.
The three types of plans are
(1)operational plans (limited pre-disaster),
(2) policy plans (predisaster),
and (3) recovery plans (post-disaster).
