Default In the cloud who is responsible for data backup?

When data is stored in the cloud many data centers believe it's the responsibility of the hosting company to backup their data. This isn't true unless your contract states otherwise. Your data center IT techs should have backups of all your cloud data. Cloud service providers will offer your company backup and restore options for a fee.
