From my experience I can't tell a bad word about EV1. They're always fast and friendly. Their network is very stable and I haven't had a single downtime with them.

Every datacenter should have backup network devices like routers and switches with all network settings pre-configured so in case primary devices go down backup ones can kick in almost instantly....

I'd say number of network providers and BGP protocol are main factors that constitue network stability. Also redundancy of key network devices like core routers, switches etc.

I don't think there is too many datacenters with OC-48 and even less with OC-192. Pricing for those lines is incredible high:
OC-48 -> 2.5 Gbps
OC-192 -> 10 Gbps
