Good dos protection requires good cooperation with the DC, and they may not like you too much if your IRC brings in lots of DOS's.
But I would be interested in how your, or whoever helps you do this, handles the DOS protection. Would you be expecting ACL's? Or some sort of fancy firewall? I suppose it would depend on how large the DOS attack would be, in order to get the right too for the job.
An option you may want to consider is colocating your servers with a carrier who offers DDOS Protection. They typically aren't as fancy of a center, but many will allow IRC and have DDOS protection built into their network. For example, Time Warner Telecom has colocation facilities that are "unmanaged" in the sense that they don't offer remote hands. But, they will lease you a rack and power and if you buy our IP, we have an add on for DDOS Mitigation that gives you clean from the cloud protection and will provide you with management reports on the types of attacks you are getting. You really have to have the staff to manage your servers yourselves, but they offer colocation facilitites in almost all of the 75 Markets they serve. They are plain jane facilites and offer limited work space, but are secure enough that, in some facilites, we have our switches and core routers housed there.
