Default Bandwidth Limit

Hi!
How do you limite de limit of speed for a conection or the amount of Bandwidth that a server or switch can use? Is there a way to control it without a Layer 3 switch?
I´ve read about some Linux´s sotwares that does it, but how do you do it?

Congarts to datacentertalk.com admins. This is an awsome forum.

Can anyone suggest good bandwidth stats program (like cacti), but I need for Windows Server 2003, something on ASP.NET code.

the bandwidth stats program i use is called SolarWinds. It is a very robust program that is very flexable, and priced reasonable. www.solarwinds.net

You can manage the bandwidth each switch port on your switch. most layer 2 switches have what is called flood control commands that allows you to set bandwith limits.
