open source cloud?

What do you mean by open source cloud computing? Is it just the underlying platform that is open source? Can someone help me understand the concept?

At the moment, every cloud provider does things a little differently, so it can be difficult to migrate gracefully from one to another. Cloud services based on open source tools could help to commoditize the cloud market and help consumers minimize vendor lock-in, retain workload mobility, leverage competition and enjoy a more free and open cloud marketplace.

so it is just like any linux-based operating systems that can scale as the requirement increases? if that is the case, is it also more secure when compared to other cloud platforms?
