I would go like ....

1. BW providers?
2. Technichal supports hours over phone & Email.
3. Reboot response time.

Just from some stories I've heard, I'd ask about weather or not you're server will be cut off if you burst to your full extent for any certain period of time before you reach your limit..

Edited to add:

By limit, I meant transfer limit..
