Highest PUE clients are willing to pay for?
what is the highest acceptable PUE clients are willing to pay for? is that based on capacity, or power?

The Higher the PUE the worse the efficiency of the DC, so do you mean lower? I wouldn't pay 10c for a PUE over 2.

Every "normal" datacenter have a PUE thats less than 1,4. If it is higher, you can not sell to your customers..

I think that everything depend on the datacenter where you are located. Better to discuss that with DC directly.

PUE is determined by dividing the amount of power entering a data center by the power used to run the computer infrastructure within it.
but of course, the amount of power entering the data center depends on how many servers u use(=capacity of the DC) and how ancient these servers are.
