Cheap Dedi server with IRC allowed

hello
in about a months time, im going to hopefuly get a dedicated server to run a couple of irc servers from
the specs im looking for are (mimimum): 400gb+ bandwidth, 10mbit port, 512mb ram, 1.5ghz celeron+, dont mind where it is (eu or us)
thing is i can only spend up to about $70 ($75 max)
i found some really good deals but the providers dont allow irc
the servers would be private ones, no less than 200 people, all passworded, so hardly any chance of DDoS
anyone got a good deal for my spec/price range?

bear in mind im buying this next month, this is just to get a rough idea
