cloud without virtualisation

Can you manage to host a successful cloud platform even without virtualisation?

i dont think it is possible to host a large cloud without the help of virtualization. since the whole objective of the cloud is to make scalability easy, adding additional storage should also be made easy..virtualization is needed for a large cloud

i get that, but are there other ways to host a cloud platform? something relatively safe but something equally scalable.
