In the past, prior to using a 3G iPad, I used to use Boingo. Their service was always pretty good in airports, etc.

Netter to use the USB based dongle.Can be purchased for $2 i guess.

Better option is dongle because you can carry it any where WIFI connection is not available

With regards to mobile, I suggest you get a 3G/4G Phones. They have internet and wifi capabilities.
