I think you may be confusing two types of PDUs:

Rack PDUs are power strips mounted inside individual equipment racks that provide outlets for plugging in equipment. These units sometimes have power and environmental monitoring capabilities. More sophisticated devices can turn individual outlets on and off.

Stationary PDUs are large, floor mounted units often containing a transformer to convert voltage to a level usable by rack mounted equipment. These units usually provide circuits to multiple equipment racks -- directly via internal breaker panels, or indirectly via external remote power panels. These devices often contain power monitoring features.

It's not clear from your description how PDUs, which are generally a means of power distribution, might be interchangeable with transformers, which are devices for power conversion.
