Sounds to me like the green is a ground wire. I think you could connect it to the case, or the server rack, and the sparking would probably stop. I'm sure someone will correct me if I'm wrong.

I think it is not that common, but it sounds like it might be a valid thing to do if you already know where everything will be. It could cause problems later if you want to move things around, though.
