Building data center is tedious task and need to work on lots of details. I would try to highlight some of basic and starter design considerations:

Cooling
Power
Airflow (Hot Aisle Cold Aisle)
Racks
Server Capacity Planning
Network and security
Disaster recovery plan.
storage
Access
