There are seven layers on OSI, what is the important layer to optimize the performace the routing performance.

I would say all the layers are very important. Each layer has their own functionality to take over. I think most job done by network layer.

Your question answers itself. The most important layer for routing performance is the only layer in which routing occurs: Layer 3 (Network Layer)

As earlier mentioned that all the layers have their importance. Mostly the Network, transprot and application layers are the most important and very useful layers in routing. 'Important' wouldn't be the word I'd use. I'd say layer 3 the network layer would be the most significant layer in optimizing network performance. Google search 'Layer 3 Switches' and you'll find out how they've integrated routing logic into hardware in switches.

i think there are some layers which you can skip but the most important is network layer becuse it makes it possible to manage addressing and routing of data, i.e. their path via the network
