DC that could hold abuse

Searching for a datacentre, that could hold abuses from website owners. Abuses for ###### spamming on forums and guestbooks. Spam with or without proxy. Also dc must have ability to install windows onto servers.

You know that is a very good question. I find that you may come across a couple that are unethical and might allow this but mainly you are going to have a hard time finding anyone that would admit they allow this to occur.
