How to see who provides reliable BW?

I am just wondering, if we are looking for quality BW provider, How to see who provides reliable BW?.

Very hard to suggest a reliable backbone provider, But most of the Major telecom providers (UUNET, MCI, level(3), Verio, Quest,SPRINT, TELUS, ALLSTREAM, AT&T, BT,FT,SWISSCOM and much more) They will have major backbone lines in the country. Most of the time they are reliable, but not
guranteed.
